Mayor Bryant called the meeting to order at 4:30 p.m.

 

1. RECOGNITION: Certificate of Achievement for Excellence in Financial Reporting

Mr. Freeman recognized the City's Finance Department for receiving the Certificate of Achievement in Financial Reporting for the Fiscal Year 2018 Comprehensive Annual Financial Report (CAFR).

 

 

2. ORDINANCE 2020-01 CITY SEAL

Attorney Barnebey informed the Commission that he has performed research on other Florida municipalities to find similar ordinances to this one. He found over 100 other ordinances with 50 on file with the Clerk’s office if requested for review. He stated that the intent of this Ordinance is to protect the City of improper use of the seal and that Florida Statue 165.043 provides for the City to designate an official seal and make it a second degree misdemeanor to use the seal without express approval of the City Commission.

 

Commissioner Smith requested to see a copy of the other ordinances and asked Attorney Barnebey how this ordinance will be enforced. Attorney Barnebey provided the Commissioner with a copy of the other ordinances and explained that enforcement will be a warning letter and if continues, then other measures can be decided upon.

 

Commissioner Cornwell would like information in the Ordinance regarding the City logo being distributed by authorized employees, elected officials, etc. in the format of pins, pens, notepads, novelty items, stickers, etc.

 

 

Legislative Report Update Commissioner Williams:

Mr. Williams gave an update regarding the following legislative items:

·         House Bill 637 Dissolution of Municipalities

·         Preemption of Licensing

·         Sovereign Immunity

·         Local Licensing and Reciprocity

·         House Bill 537 Home Base Businesses

·         Impact Fees

·         Burt Harris Growth Management

·         Senate Bill 1302-Tort Liability Claim Limites

·         Education and Charter Zoning

·         Electric Bicycles

·         Redlight Cameras

·         Transportation Network Companies

·         Digital Advertising

 

He encouraged the other Commissioners to review these actions and compose a letter voicing their opinions on them. Commissioner Williams will work with Penny Johnston, Executive Administrator, to draft a letter of opposition and distribute to the Commissioners.

 

 

Mayor Bryant adjourned the meeting at 5:13 p.m.
